[ANN] bzr 2.3.1 has gone gold

Thanks to everyone who has helped with this release !

This is an announcement for the packaging people for them to get binary
packages built so that we can get a final release announcement out.

The release will be announced on Tuesday morning UTC with whatever
installers are available at this point.

The tarball has been uploaded at https://launchpad.net/bzr/2.3/2.3.1

As far as packaged plugins go, based on feedback on this list and
elsewhere (you'll know who you are ;), I've assembled the following
table (use a mono font for better rendering ;):

A few comments:

- a leading 'r' means we distribute an non-official release from the
  trunk branch (on launchpad),

- gentoo is waiting for "some" plugins to release versions compatible
  with the 2.3 series. More info welcome ! If in doubt and you're a
  plugin author, make sure your plugin is compatible and if not, make a
  new release ;)

- why FreeBSD carries bzr-builder is a bit puzzling but not much that
  the PPA doesn't carry it ;)

- bzr-svn needs a new release (ha ha)

Overall, we are pretty consistent across the board which is a Good Thing !
