Bazaar 2.3.0 cannot use external diff/merge program

I can testify that the above works for me for quite some time (and wasn't broken by recent 
upgrade).

I have in bazaar.conf:

[ALIASES]
wdiff = 'diff --using "C:/Program Files/_Text/WinMerge/WinMergeU.exe"'

and I am a happy user... :-)

I concur with A. S. Budden too: in a previous upgrade, I had trouble with an old plugin. 
Removing it resolved the issue. Also had issues with an old plugin I had in 
bazaar\2.0\plugins which is now shipped with Bazaar (perhaps the xmloutput one).
