Rename 'bzr.webdav' Launchpad project to 'bzr-webdav'

I don't object to you renaming it.  I think merging it into bzr would
be good (but can be done separately) as long as it doesn't add any
hard dependencies or slowdowns.  Probably only importance Low though.
