There is a very easy workaround for users. This is already needed for 
0.99.0 since it /still/ doesn't contain a pickle file:

            tar xzf bzr-gtk-${BZR_GTK_VERSION}.tar.gz || exit 1
            cd $BZR_GTK_VERSION || exit 1
            # needed since the manifest says it is there but it isn't in 
the tarball
            *touch credits.pickle*
            python setup.py install --home $dest > $logfile 2>&1

Its very nice for the developers to get credit for their work, but it 
shouldn't break packages!!!!! I'd suggest that most users, to quote 
Rhett Butler:  "Frankly, my dear, I don't give a damn."
