*something* deleted the upload directory. We've seen it happen
occasionally because it is an empty directory, and some programs run
that prune empty dirs. (I don't really know why.)
You might check if you have something else running across those files.
bzr itself creates it on init, and then never touches it again, so it is
unlikely to be something that we did.
The other one to look for is .bzr/repository/obsolete_packs/
Which is also an often-empty-but-must-exist directory.
