Need a way to set content-filtering rules across a project

When I've tried to introduce poor-man's versioned properties as part of 
my eol support proposal 2.5 years ago, it was absolutely rejected by 
lifeless. I disagreed in the past and I'm still disagree that versioned 
properties are not prerequisite for any content-filtering support. 
Since then is nothing changed. Global rules is no way to go.

IMO, there is no way to implement versioned properties (or 
branch-specific rules) in bzr to please everyone. As usual bzr is 
waiting for ideal solution to be proposed and implemented. So I think we 
may wait a couple of years more to get at least something.
