Debian package for Bazaar 2.2

Hi Francis,

I've installed the PPA build on Debian Lenny box.  It had to update a few
packages, but the number was quite small.  This is a production level system
for us as well, so we do have quite a bit of care about compatibility, but
have seen no issues.
