[ANN] bzr 2.3b3 has gone gold

Well, the few bugs we had for 2.3b2 outside of bzr itself (so,
installers or plugins) have been fixed AFAIK (urls welcome if I'm
wrong).

So I think it's fine to keep using the same policy until we come closer
to 2.3.0 at which point we should start shipping official releases for
the plugins, but we have several months left for that.
