I am not sure what might be going wrong with your set up I'm afraid, but
I can say with certainty that "Eclipse plugin for Bazaar" 1.1.1.210
successfully installed from
http://verterok.com.ar/bzr-eclipse/update-site/ with my Eclipse 3.6
Helios set up.

The images on the
http://wiki.bazaar.canonical.com/BzrEclipse/Installation webpage look
fairly old, but the sequence of:

1.  Ensure you have the Bazaar XML output plugin installed.
2.  Ensure you have the BzrEclipse update site available.
3.  Install BzrEclipse plugin.

definitely has worked recently for me.
