Bazaar 2.2.1 Windows installer fails

Yes.  A lot of people in the MS forums (re)learned the hard way last
summer that the safest way to get the correct MSCRT libs is to use the
redist.exe which comes with Visual Studio.  Of course that assumes
someone has Visual Studio.
