That's reasonable if we end up with the same navigation on the web site.

Third level navigation is going to be for the breadcrumbs,
previous/next. Personally I think the sphinx sidebar is superfluous
but we do have the space to restore it if needed.

Readability is the primary goal. That said there will probably be some
greater consistency in font sizing once I finish building the theme
stylesheet.

Yes, that's what I'm working from. I know the color scheme needs
adjusting as well.

I haven't worked with anyone on the design team yet; once I've knocked
off a few more TODO items (like integrating the third tier navigation)
it would be great to have it reviewed by an actual designer.
