We just updated bzr so that its internal api declaration is 2.3 instead
of 2.2. Plugins that have an explicit restriction as to what versions of
bzr they are compatible with will break as you have seen.

We are doing this early, so that plugins get a chance to update their
compatibility before 2.3 becomes close to final.
