I think Bazaar could borrow some ideas from Subversion here - in
Subversion, for a long time we recommended svn+ssh to offload the
authentication to the existing ssh infrastructure, but over time we
ended up moving to also allowing SASL-based authentication within the
svn native TCP protocol, and associated authorization in Subversion's
equivalent of the smart server process.
The same concepts could apply to the bzr smart server.
