[ANN] bzr 2.3b1 released ! (bzr-beta-ppa updated; some plugins uninstallable)

IIRC, bzr does (did?) not have support for this. Only for pessimistic
approach. At least in QBzr we have to code our own version checker for
optimistic check. Am I missing something?
