[qbzr] QBzr 0.19.2 released

I notice that Debian has 0.19, but the Debian pkg-bazaar branch actually
has an un-uploaded 0.19.1 (due to freeze, I suppose).

Could someone clarify how the qbzr pkg-bazaar branches are currently
being operated? We'll want 0.19.2 in the PPAs, but I'd like to avoid
parallel merges of the same upstream version if practical.
