[ANN] bzr 2.3b1 released ! (bzr-beta-ppa updated; some plugins uninstallable)

Just to pick this as a convenient point to bring this up:

Did we actually decide to release the HEAD snapshots as betas?  As I
recall, that happened just by a quirk of the first snapshot when we
started maintaining stable branches, and was acknowledged as a "ooh,
that's not QUITE right, but we started it so keep it up for this
release" at the time.  To me, "beta" implies something much more
closely akin to "wind-down to release" than the monthly dev snapshot
that we're cutting...
