That makes sense to me.  We can just ignore any known-to-be-unisolated
failures when testing from the installed 2.0 and 2.1.

You don't need to make a branch (though it would be good to try it
sometime), but to make a packaging branch you just need to tag the bug
'sru' and nominate it as in
https://wiki.ubuntu.com/StableReleaseUpdates.  There's a summary in
the developer docs of what we have to do.  (It can be improved.)
