Well, I'm mostly thinking of doing this so that non-Launchpad
installations can have a stable release of loggerhead.
I do think that Launchpad should run the 1.18 branch, though. It won't
be perfect, but it will be a branch where we can just fix bugs, while we
work on the trunk for the larger refactoring that loggerhead requires to
stay generally stable at Loggerhead scale.
