Making a Loggerhead 1.18

	I think that we should branch loggerhead off at revision 419 on the
trunk (before the refactoring related to history-db started) and ship it
as 1.18 with its own stable branch.

	It's not scalable or stable at Launchpad scale, but we've been running
the code on bzr.mozilla.org for a while now without any incident, and
it's considerably more stable than 1.17 or any previous trunk version.

	This sound good?
