The installer puts it in the site-packages folder for the system default
Python. On Mac OS X 10.5, this is Python 2.5 and on Mac OS X 10.6 it's
Python 2.6.

Probably. Have you actually ran the bzr 2.1.2 installer after you upgraded
to Mac OS X 10.6?
