bzr 2.2.0 this friday

We're going to freeze and start building installers for bzr 2.2.0 this
Friday, the 6th, based off the 2.20 branch.  We'll keep taking bug
fixes for 2.2.1, but now would be a great time to review and land
existing things targeted to 2.2, or to put up additional small fixes.

Only one mp is still active:

and there are a few bugs targeted to 2.2.0 still in progress:
<https://launchpad.net/bzr/+milestone/2.2.0>.  None of these need to
block the release but obviously it would be nice to get them done.
