It may be that there's a new compression group including r94, and at
that point we will store a compressed full copy of the changed files,
and the versions that come after them.  The effect may be stronger
over non-smart protocols like sftp and http.  Running 'bzr pack' on
the repository may fix this.

It would be good to add a debug flag that explains what's happening to
people who want to know about a particular case.  Maybe also a faq.
