bzr-svn: disable file props completely?

Hmm.  I'm going to have to investigate why we have them in some of our
repositories then.  I'm pretty certain we were using svn > 1.5, but it
may be it was long enough ago that bzr-svn was still using the old
mapping.  At any rate, if I can avoid them being set, it changes the
game for us in a good way.
