[ANN] Meliae 0.2.1rc1 available

It doesn't work for me on Jaunty (yeah, I know :-)), with python
2.6.2.  My guess (not verified) is that it needs more recent
Cython or Pyrex than Jaunty provides.  Whether it's worth fixing,
or just declaring minimum required versions of those
dependencies, I have no opinion on.

Details:
  - With "Cython version 0.11.2", three tests fail; see attached
    cython-test-failures.log.

  - With "Pyrex version 0.9.7.2", the build fails; see attached
    pyrex-build-failure.log.

In neither case does Meliae 0.2.0 fare any better: the pyrex
build fails the same way as does the RC, and with cython, 0.2.0
fails the same tests as does the RC, plus an error.  So 0.2.1rc1
isn't a regression at least.
