Well, I don't know that the distinction is that important--the plugin
glue is pretty small, and we can add tests to make sure that "bzr serve
--http" works just as well as ./serve-branches.
Of course, it does require bzr, and it is somewhat tied to the bzr
version in use, but until there's a maintainability problem with having
it be both a plugin and program, I don't think it's a decision we yet
have to make.
