review team reviewing plugins?

I think it would be great to expand the patch pilot, and expected
reviewer contribution to cover launchpad.net/bazaar rather than just
bzr.

Many plugin authors would welcome more reviewers, even for their own
code - I know I would on loom, email, and other plugins.

Its hard to use MP's for those projects at the moment because you
don't know if there is a community ready to help or not.

So lets make a statement that we'll review across all the plugins
(except where someone explicitly asks us not to).

Who is up for this?
