That is the recommended workflow in the quasi-official BzrForEmacsDevs
introductory document.

It was considered too different from CVS for casual users, and a
fairly large minority of Emacs devs have adopted the "work on a bound
branch" workflow because it is very similar to CVS.  Not all of those
devs are "casual", so bound branches cause some pain with the dumb
server at Savannah.
