source release for bzr 2.2b3 is out, new releases open, 2.0.6

The next beta release of bzr, 2.2b3 is up on Launchpad now at
https://launchpad.net/bzr/2.2/2.2b3 - please start testing plugins and
building binaries.

As a gentle reminder, 2.2b3 is a *beta* so it may have rough edges,
and is a much larger release than 2.1.2. We steer our users to the
stable release series for a more predictable experience, so when
building binary packages, I suggest prioritising 2.1.2.

2.2b4 and 2.1.3 are both open for development - NEWS headers in place
and so forth (or at least, relevant patches sent to PQM). I'm putting
up a patch to improve the release checklist as well, it had gotten a
bit confused about things :).

I didn't do a 2.0.6, I realised that rather late in the process, and
it doesn't (IMO) have the urgency 2.1.2 had, to fix old-server
interactions. We can still do one, I might get to it today, or perhaps
Monday if no one leaps in front.
