Adding pyftplib

I was wondering if we would want to include pyftpdlib in our utils
directory? It is rather small (containing only __init__.py and
ftpserver.py), only about 140kB.

It would make it easier to have the full test suite run, since pyftpdlib
doesn't seem to be packaged anywhere (yet).

Thoughts?
