bzr.dev and plugins

Jelmer,
I am probably not thinking clearly enough . . .
bzr-rebase and bzr-rewrite are turning into a bit of a problem. To use
the Lucid package I have to install the bzr-rebase package because there
is no bzr-rewrite package. However as there is no bzr-rebase plugin
just a bzr-rewrite plugin, then when I am using bzr.dev it tries and
fails to load bzr-rebase as well as bzr-rewrite, because bzr.dev tries
to install plugins from the system place as well as the user-defined
place.
There isn't a functional problem I guess, but it is annoying getting all
the error message.
