Bzrlib updates of last evening appear to have created a bug in bzr-svn

It seems Apport marks bug private as a first step. It is not clear to
me who is responsible for changing a report from private to something
else and when that should happen.
In my role as "irritated lazy user" (!) I just click "do it" when the
dialogue box appears saying "do you want to report this bug". So apart
from the actual report where I just cut and past the terminal output and
attaching the crash file everything is as Apport handles it.
I have manually made it public.
I guess we are shaking down Launchpad stuff here?
