Patch Pilot and the Cloud

Thanks for the summary.
As we discussed a while ago, the assigned patch pilot is just a layer
on top of the way we normally do reviews. Anyone who wants to is
welcome to comment on proposals, and anyone with a good record is
welcome to land changes. On top of that, I think it's good for
Canonical to dedicate a certain timeslice to doing reviews.
I'm finding at the moment we tend to drop through not having anyone
sign up so I'm inclined to just put bzr staff people on it as a rota.
(Obviously they can swap or withdraw if they need to.)

+1
There's another thing we should do which is get a better plan for what
to do with patches that "need help" as opposed to "need review." At
the moment we either leave them in "needs review" which causes some
double-handling, or put them into "work in progress" which has widely
varying completeness. Perhaps we should use wip merge proposals for
things that still want mentorship and actually reject mps where the
author is going to take responsibility. Obviously we need to be clear
we're not rejecting the whole idea (unless we are).
