Merging code to PQM - update

Nice summary, thanks.
The upshot of this for people working on Bazaar is:
There is no impact on people who are proposing changes through merge
proposals on Launchpad: just continue as you are. There's also no
impact on the way reviews are done: anyone is welcome to comment on
them, and if you're in the reviewers team you can then mark them
Approved at the appropriate juncture.
The only change is to how changes are tested and integrated once they
are approved. As of last week there were three options:
1- directly send to pqm through the 'pqm-submit' command of the bzr-pqm plugin
2- somewhat automated version of #1 through the 'send' command in
'feed-pqm' in 'hydrazine'
3- a further automated version through the 'queue' command that drives
through launchpad's api rather than through gpg-signed mail
Robert's mail means #3 is out of commission for the moment; in
practice this means you need to specially get your gpg key added to
pqm's list of trusted keys as well as being in the Launchpad group.
I'm happy to do this for anyone who's signed the contributor agreement
and who has already got a few changes into Bazaar.
