The installer build scripts are configured to use the tip of
lp:bzr-pipeline. I just checked the build directory and bzr-pipeline is
at r170.

When I tested the installer last night after building it without
launchpadlib, bzr was giving me an error about not being able to import
launchpadlib. So there's still something else using it. Having a look at
the code quickly, it imports bzrlib.plugins.launchpad.lp_api, which
itself uses launchpadlib. Thus the dependency.
