LP teams for bazaar [again]

So the issue with Launchpad here is that the *same team* controls 'can
approve a merge' and 'does authoritative reviews'.

I'm happy with a bzr-committers team. Note that its not 25 people we'd be
booting - its 18, and only if we're unhappy with all of them.

I agree that clarity is good to aim for. I'll make a bzr-committers team and
put the current manually configured PQM committers into it, and we can tweak
from there. Ok?
