I'm not sure of having correctly understood the problem, but maybe you could
find useful the new `post_branch_init` hook from
lp:~marco-pantaleoni/bzr/new_branch_and_repo_hooks which can track working
tree creation (heavyweight and lightweight checkouts, and branching).
