Need help defining commands conditionally on other plugins

... ps, as far as architecture, I don't think you're doing anything
wrong here as such.  It might be nice to work out an interface whereby
qbranches just automatically finds out about your colo branches
without it having to have a special redefinition of the command.
(Though I suppose that somewhat goes against your "with current
technology" feature.)
