[bugtracker meta] too many milestones?

We have 12 'active' milestones - this makes the 'target to milestone'
dialog really big. I'd like to see us only have 1 (or at most two - th
next step and the overall release) active milestone per series we are
maintaining. That doesn't stop us having more milestones defined on the
series, just not /active/ ones.

As we use milestones to record what we've done, not what we're planning
[except in rare circumstances], having the target to milestone dialog
small and targeted is important for usability.
