[Bzr-l10n] Translations permissions changed for Bazaar Explorer and QBzr

If you're actively working on some language on any of those projects and 
you'll have questions or feedback on this change, please speak up. I'm 
not quite understand all implications of this change, so I'll be 
interesting to hear any news (good and bad).
