Just a reminder that we now have a packagers team:
https://launchpad.net/~bzr-packagers. A mailing list for that team has
been setup a few minutes ago.

When the tarball is uploaded, I propose that the RM should email that
team, not the main mailing list. Furthermore, the RM shouldn't make an
announcement on LP immediately because our home page refresh script will
pick up the announcement (from the RSS feed) and publish it implicitly.
