Creating branches via bzr+http?

That's what I meant.  I don't want to use those transports in any way,
shape, or form.  We've already gone through great pains to make
authentication and access controls work the way we want in Apache, and
have no desire to duplicate that elsewhere.  Plus, better than half
our workforce is on Windows, and setting up bzr+ssh:// for them is
painful.

Thanks for the suggestion though.
