Website templating & automatic generation

Hi Martin,

I've made a few changes to the website today to take advantage of the
templating engine (jinja2) now driving its generation:

* There are 3 feeds, not 2, now (I added "Core News").
* The feed titles are now links to the blob websites.
* The banner includes the latest Stable & Test release information.
* The project list is managed from the build.py script, not hard-coded
  into the html.

The first change is propagated already. The others should appear on
http://bazaar.canonical.com/en/ soon.

Once python-feedparser is installed on the server, we can activate
build.py to generate the website hourly (say). At that point, we'll have
any announcements being made within the "Bazaar and Supporting Tools"
project group on Launchpad automatically appear on our home page. Hooray!

PS: We can easily tweak the number of entries shown from each blog.
Currently, I'm favouring the "Community News" one over the other two as
its the most active.
