reserve lock plugin

I have just created a project on Launchpad containing it.

Hopefully you will be able to get it in the same way as other plugins using
lp:bzr-reserved-edit.

I'm not sure how useful it will be for you as it only works with a central
repository that is on the local networked file system.

Note: 
All users will need to have the plugin installed in order to ensure that locking
works, as it is the plugin that enforces it.
