Bazaar 2.1.1 pending (maybe 2.2.0beta1 too)

In order to address some packaging issues for our Windows users, I'm
planning to release bzr 2.1.1 in the next 48 hours. Unless told
otherwise, here are the versions I'm planning to package in the Windows
installer for 2.1.1:

* bzrtools 2.1.0
* qbzr 0.18.3
* explorer 1.0.0
* upload 1.0
* xmloutput 0.8.6
* TortoiseBZR 0.5.3
* svn 1.0.2
* rewrite 0.5.5
* subvertpy 0.7.2

Is it worth rolling out 2.2.0b1 at the same time? If so, it will include
the tip of the usual plugins. If you have a release branch separate to
your trunk, now is a good time to ensure the trunk includes all the bug
fixes in your release branch please.
