running 'bzr selftest' on windows

Hello,

For the development of a grep plugin I am running 'bzr selftest grep'
on window. This fails with a dialog box saying:

Title: bzr.exe - Unable to Locate Component
Message: This application has failed to start because QtHelp4.dll was
not found. Re-installing the application may fix this problem.

This is the bzr 2.0.4 standalone installer. Should this be happening?
The plugin tests are really basic run_bzr based test and don't have
anything to do with the GUI.
