It's been stable on Fedora for a long time,
back to Fedora Core 8 at least.  But after
a while a given Fedora doesn't receive updates
any longer, so the bzr version will be frozen
at a certain level.  On Fedora 10, it shipped
originally with 1.7, via updates it rose to
1.16.1, and F10 has reached the no-more-updates
stage of its life.   On Fedora 11, it shipped with 1.14
and currently stands at 1.18.1.  Fedora 12
shipped with 2.0.1.

All those versions are "stable" afaik.
