Tags not propagated when merged?

Hi Nick,

Tags are propagated correctly by bzr, however its not indicated by
a message. Thats an open bug [1]. I am assuming its the same
behavior for merge.
As per my understanding 'bzr tags' should show you the tags. Is
this not the case?
