windows 2.1 installer: missing entry for news_merge plugin

Is there a problem here, or am I misunderstanding?

On a linux system running 2.1.0 installed from source:

user> bzr help news_merge

replies with text starting "Merge hook for bzr's NEWS file.... "

On a WinXP system running 2.1.0 installer from 2.1.0-1-setup.exe

Z:\>bzr help news_merge
bzr: ERROR: No help could be found for 'news_merge'. Please use 'bzr
help topics' to obtain a list of topics.

Z:\>bzr version
Bazaar (bzr) 2.1.0

Also, 'news_merge' is not listed by 'bzr plugins' on Windows, but is on linux.

If someone could confirm I haven't overlooked something trivial I'll
bug-report it.
