changed access control on the irc channel?

So freenode ops tell me "this must have been because a #bzr op changed
it", though nobody has put their hand up and perhaps it was a glitch.

Anyhow, for future reference this is controlled by

  /mode #bzr -q $~a

(obviously :-) to turn it off, and in case of abuse we can turn it
back on with +q.  (See http://freenode.net/faq.shtml#nobodysees).
But, probably a better way to set this is by a FLAGS command to
ChanServ; send it 'HELP' to get started.  Some core devs have been
given control with chanserv so they can fix things in future.

I also filed a Group Registration Form.
