Bazaar 2.1.0 has gone gold

I've made the changes to http://doc.bazaar.canonical.com/en/ to indicate
that 2.1 is now our stable version and to move 2.0 into "Earlier
releases". Ditto for the es, ja and ru language sites.

One side effect of releasing a stable release every 6 months is that the
highlights of 6 months of effort are easily lost in the noise of 1227
lines (~ 20 pages) of Release Notes.

I'd like to suggest publishing a "What's New" document per major release
to address that issue. I put one of these together for Bazaar Explorer
yesterday afternoon covering what's changed since 0.8.x[1]. I *hope*
most users upgrading will read it. In comparison, I suspect only a small
percentage of those upgrading will bother reading the detailed Release
Notes.

Given 2.1 has gone gold, I guess it's too later to put a "What's New in
Bazaar 2.1" document into the 2.1 branch itself. :-) If we agree to put
the effort into writing such a document, putting the 2.1 one into trunk
(initially) is fine IMO. As long as it exists *somewhere*, we can
reference it (and the Explorer one please :-) ) in the final 2.1
announcement.

Thoughts? A volunteer to write a first draft?

[1] Explorer 0.8.x was bundled with 2.0.x so the majority of users are
most likely currently using that version.
